I would go a step further and say that the Federal Reserve is being used as a front for government implementation of policies and actions leading to devaluation while using the fiat money produced and controlled by private entities rather than gold-backed currency produced by Congress and, at least in spirit, by the People. Though the passing of the NDAA shows that Congress is not for the People any longer.
